Legal and governance reform needed in Ukraine
Ukraine needs a fundamental, systematic and structural re-design of its entire legal and governance system. The current system, which is enforced by a massive bureaucratic class, is not only inadequate, but it also sabotages any chances of Ukraine to become a modern State with a developed market economy integrated into the globalized world economy.
Dr. Paliashvili’s Op-ed was published by Kyiv Post on 2 October 2014 and distributed on 6 October 2014 by U.S.-Ukraine Business Council (USUBC).

No Obstacles. Preventing Limited Access to the Territory of an Apartment Block
The article explains the grounds of ownership of an apartment block land plot and how a legal entity – owner of non-residential premises in an apartment block can prevent or challenge the placement of a barrier blocking or regulating arrivals in the building’s territory. The available ways of challenging, such as court challenge, addressing local executive authorities or public prosecutor’s office vary depending on type of self-organization of the building’s residents, as well as on the owner of the land plot under the building.

On 26 May 2011, Presidential Decree No. 589/2011 took effect, which abolished two earlier Presidential Decrees (Decree No. 567/94 dated 4 October 1994 and Decree No. 505/95 dated 1 July 1995) establishing that Ukrainian business entities entering into contracts governed by Ukrainian law had to apply Incoterms (international unification rules for various basis of delivery terms that are widely used in international commerce) and provided for publishing of such rules in the "Uriadovyi Kuryer" newspaper.

Overview of the Deregulation Measures
The Government of Ukraine – the Verkhovna Rada (the "Parliament") and the Cabinet of Ministers - have recently developed and enacted a number of long-awaited measures in the sphere of deregulation of business activity and improvement of the regulatory regime (customs, public procurement). A special dedicated authority – the Cabinet of Ministers Deregulation Assignee – was established in February 2011 to oversee deregulation.
